The Ministry of Culture and the Civilization Office of the Central Communist Party Committee made an announcement on the arrangement of cultural voluntary service this year. The announcement points out that China should establish and promote the building of a lasting mechanism for cultural voluntary work and upgrade the network of cultural voluntary organizations at all levels to help cultural undertakings move in an orderly, sound and sustainable manner.

According to the announcement, three major cultural tasks have been put high on the agenda: "Go to the Border Areas to Get Closer to the Grassroots", "Rooted in the Public for the Interests of the People" and "Upgrade Mechanism for Better Regulation". In response to these projects, a series of activities will be carried out to support the implementation of cultural voluntary work. Also, specific plans for two qualified cultural projects -"Spring Rain" and "Love for our Land"- have also been issued.

Meanwhile, to ensure the successful implementation of these projects as well as the rights of volunteers, culture departments (bureaus) at provincial, municipal and district levels, Xinjiang Production and Construction Corps Culture, Radio and Television Bureau, as well as relative authorities should provide financial assistance if necessary.
