Delegates' advice on cultural development

"Requirements for higher education have become an obstacle for the building and development of the teaching team among art colleges. Secondary vocational school education has been known as the basis for studying arts, but also as a barrier in the education threshold. As a result, negative circulation mechanism has been formed with qualified teachers unable to attain professional evaluation while actors are unqualified to teach in colleges.

"China should give more room for art colleges in making polices on the basis of reasonable judgment. Only in this way can the art education be promoted in a better way".

"The central government should invest in Dunhuang, a city of Gansu province, in a strategic manner under the age of 'New Normal'. During the 13th Five-Year Plan period, it should be invested mainly in city functions, infrastructure and amenities.

"All sides including the state, central government, local government, society and enterprises, should make joint efforts to build Dunhuang into a world-class town.

"When it comes to the outline of the 13th Five-Year Plan, more should be added in cultural development. Contents such as 'culture of minority groups' should be added to the list of 'traditional cultural development'; 'Translation programs' should be added to the 'communication capacity' part".
