"The cultural center in Spain has become a window for Spanish people to understand China, as well as a bridge to promote cultural exchanges and enhance friendship between both peoples,” said Yang Zhijin during a speech at the opening ceremony. The speech discussed the significance of promoting bilateral relations by celebrating the 40th anniversary of diplomatic relations between China and Spain.

They hope to enhance language education and culture promotion through the Madrid Chinese Culture Center and Beijing Cervantes Institute. The media also reported that Yang Zhijin and the Spanish State Cultural Secretariat signed the 2013-2016 Cooperation Execution Plan between China and Spain for Culture Exchange, Youth and Sports. The plan also involves bilateral cultural industry cooperation, film co-production arrangements, and language promotion.
