2002年3月28日，北京市人民政府和第29届奥运会组委会公布了《北京奥运行动规划》。作为一个未来7年北京市经济社会发展和奥运会筹备工作的纲领性文件，该行动规划体现了“以发展助奥运，以奥运促发展”的主题，标志着北京进入了一个以筹办奥运为特色的加速发展时期。以“新北京，新奥运”为主题的第29届奥运会，将突出“绿色奥运、科技奥运、人文奥运”的理念，全面促进北京经济发展、城市繁荣和社会进步，为中国和世界体育留下独特的遗产。

2002年4月29日，北京奥运会组委会主席、北京市市长刘淇在北京向到访的国际奥委会2008年奥运会协调委员会主席维尔布鲁根做陈述报告。维尔布鲁根对北京奥运会组委会前一阶段的工作给予了充分的肯定。

2002年4月6日，北京有关部门宣布，北京城现已置身于三层绿色包围圈、共71.7万公顷的森林之中了。

2002年5月13日，北京市第二次公众科学素养调查公布了初步的结果，其中最重要的一项指标表明，北京公众科学素养总体水平达标率为6.6％。

On March 28, 2002, the Beijing Municipal People's Government and Beijing Organizing Committee of the 29th Olympic Grames released the "Beijing Olympic Action Plan", a guideline document for the city's social and economic development and preparatory work for the games in the seven years up to 2008. The action plan embodies the concept of "development for Olympics, Olympics for development," and serves as a landmark that Beijing is gearing up for fast development featuring the preparations for the Olympic Games. The 29th Olympic Games, with the theme of "New Beijing, Great Olympics," will highlight the concepts of "Green Olympics, High-tech Olympics and People's Olympics," and the preparation for the Games is expected to promote the city's economic development, prosperity and social progress, leaving a unique legacy to China and the world's sports.

On April 29, 2002, Liu Qi, Chairman of the Beijing Organizing Committee of the 29th Olympic Games and Mayor of Beijing, made a report to the visithing Chairman of the Coordination Commission of the International Olympic Committee, Hein Verbruggen, on Beijing's preparatory work. The IOC official expressed his satisfaction with BOCOG'S work.

Earlier, on April 6, 2002, the authorities in Beijing announced that the city has been surrounded by three green belts, amid 717000 hectares of forests.

According to a survey finding released on May 13, 2002, the overall scientific literacy of Beijing citizens reached 6.6 percent.
